How big of a roll (if any) should cross registration play in my college making decision?

I’m looking at colleges and there are cross registration systems that I have looked into; The Five Colleges in Massachusetts and one the DC. Is it a good idea to chose a lower quality school (Umass or George Mason) on the assumption that I’ll be taking classes at other, beter schools (In Umass’ Case Amherst [...]
