How long does a document take to get from US to Hels. Finland, First Class Int.? It was sent Nov. 10.?

I sent a document, well sealed, filled out customs form, to an ebayer who purchased something from me. This person is still waiting for it! No insurance, was sent First Class International, no registration number. Where is it? What could have happened?
